Dancing in the Dark Photo Effect

Open the picture below then press Ctrl+J to duplicate layer, change blend mode to Soft light

You can find any model that you like then put it into the background. In this tutorial, I chose this picture of lady

Press Ctrl+M to open Curves:

After above steps, you will get the result:

Open Brush tool, pick the brush below (Download the brush here)

Apply it to the picture:

Go to Filter -> Blur -> Radial Blur

You will get:

Go to Filter -> Blur -> Gaussian Blur

You will get:

Hit D key to set default Background color and Foreground color (black and white)

Go to Filter -> Render -> Cloud

Change blend mode to Hard light

You will get:

Create a new layer, go to Gradient Editor and pick color range like this:

On Gradient bar, you will set like this:

Apply gradient, Blend mode: Darken, Opacity 40%

You will get the result:

At Gradient layer, you go to Filter -> Blur -> Gaussian Blur

Merge Visible all layers then go to Image -> Adjustments -> Brightness/Contrast

Press Ctrl+U to open Hue/Saturation
