So first off, Create a 'Default Photoshop Size' (7x5 inches) New Document.
Lets set our colors to #ff0000 as foreground, and #a90000 as background.
Now, Filter > Render > Clouds
Now, Filter > Render > Difference Clouds.
Now Filter > Render > Lens Flare, like below:
Now, we will do a series of steps with this specific design, which may end up looking really neat.
Duplicate the Layer 2 more Times, so you have 3 different Layers. Make the top 2 layers invisible. If you don't know how, download the file here: 3layers.psd
Project # 1
A one-step Project, how's that?
Simply go Filter Gallery > Texture > Craquelure.
Pretty neat result, shown below:
Project #2
This may be a little complicated, so try following along carefully for this Project.
First, you will go Filter Gallery > Artistic > Watercolors.
Then, Filter > Render > Lighting Effects (use the below properties)
The properties for all the colors are not shown, but please, be creative, experiment! It's the best way of learning with Photoshop!
Now you will go to your FIlter Gallery > Stylize > Glowing Edges.
**Right now, you should be seeing a pretty weird and abstract look, like the one below, if you like it, remember to save it, as Project #2 will do a lot of things, and you may want to stop, and save your progress, as perhaps the next step doesn't fit your likes.
Now, go to Filter Gallery > Distort > Diffuse Glow,
This will achieve a dotted red background, which may not look satisfactory, but bear with me.
Now, do a Lens Flare, but this time, like the settings below.
Now, invert the colors, by pressing Ctrl+I.
Now, you will go FIlter > Pattern Maker, and select this area:
Please note, even though they might not look the same, the area you are selecting should be very similar, it is the inverted lens flare we have just made.
Press Generate until you find something of your likes, and then press ok.
Now go to your FIlter Gallery > Stylize > Glowing Edges
Now, lets use the Pattern Maker once more, and this time, choose some section you like, preferrably a red/colorful portion. I chose this:
Generate > Go Crazy until you get something you like, Press Ok.
Now, do Filter Gallery > Texture > Patchwork
It will look really decent, but were not done. (Save if you like it now and have done the next steps and don't like result).
After this, you will do a Lens Flare in the middle,
Now, Invert it, Press Ctrl + I
After this, do Filter Gallery > Stylize > Glowing Edges
The Final Result:
**Note: If you do Craquelure instead of Glowing Edges, you might get a pretty decent result too, look below:
Project #3

**Suggestion, by simply doing 'PatchWork' with Project 3 (If you downloaded my file) you will achieve a decent result, as shown below:
