1. Create a new document and add a Clouds filter (Filter> Render> Clouds). |

2. Set the following properties with the Add Noise filter (Filter> Noise> Add Noise):
Amount: 10%

3. Add a slight motion blur to the image using the Motion Blur filter (Filter> Blur> Motion Blur). |

4. Repeat the previous filter (Ctrl+F) if necessary. |

5. Create a new layer and add a Clouds filter (Filter> Render> Clouds). |

6. Add a layer mask (Layer> Add Layer Masks> Reveal All) to the new layer then apply a Clouds filter (Filter> Render> Clouds). |

7. Select the top layer and use the Hue/Saturation tool (Ctrl+U) to apply these settings:
Colorize: Checked

8. Select the layer mask and use the Brightness/Contrast tool (Image> Adjustments> Brightness/Contrast) to set the shape of the blood. These are the settings I used:
Brightness: -8

9. Change the blending mode of the top layer to Multiply. |
