Level: Beginner Software: Photoshop

Create a new document, preferably sizes that have same lengths and width

Fill with black

Make 2 lens flares, right next to each other, amount 105mm Prime like this:

Filter - Artistic - Plastic Wrap: Defaults

Filter Distort Zigzag and set Amount to 100

Duplicate layer

Set the blending mode to Linear Light

You should have something like this
