Create a new window and using a filter Filter>Render>Clouds make something similar to picture below.

With the next step we shall apply the "mosaic" filter with the value, about 15 units. Filter>Pixelate>Mosaic, and wash this out with another filter Filter>Blur.Radial Blur, marking with the small Zoom flag. We get something like what you see in picture below.

Let's invent image color - (Ctrl+I) and give it any color tone (Ctrl+U). In the end once again apply radial blur filter as in the beginning Filter>Blur>Radial Blur, with amount 15 and we'll get our very own Futuristic effect....
