1. Make a new image (File > New or Ctrl+N) with 770px in width and 400px in height:

2. Create a new layout (Layer > New > Layer or Shift+Ctrl+N). Set your foreground color to black and background color to white, then go to Filter > Render > Clouds.

3. Filter > Brush Strokes > Sprayed Strokes:

4. Filter > Distort > Twirl:

5. Filter > Brush Strokes > Crosshatch:

6. Filter > Artistic > Plastic Wrap:

7. Filter > Brush Strokes > Dark Strokes:

8. Now your image should look similar to the one below :

9. Duplicate the layer (Layer > Duplicate Layer) and set the Blending Mode to Pin Light:

10. Go to Edit > Transform > Flip Horizontal. Then Edit > Transform > Flip Vertical. Now you should have something similar to the image below :

11. Filter > Distort > Twirl:

12. Filter > Stylize > Wind:

13. Filter > Distort > Twirl:

14. Now select the 1st layer we made and apply a Filter > Stylize > Wind:

15. Then apply a Filter > Distort > Twirl:

16. Now your image should look similar to the one below :

17. Now were going to add color to the 1st layer, Image > Adjustments > Hue/Saturation or Ctrl+U (Make you check the Colorize box before applying the settings):

18. Now select 2nd layer and apply color there too, Image > Adjustments > Hue/Saturation or Ctrl+U (Make you check the Colorize box before applying the settings):

19. Were done. You should have something similar to the image below:
