1. Make foreground colour black, and background colour dark blue/grey

2. Load the square brushes, and select the largest.

3. Click on the brushes tab, and select scattering 1000%, count jitter 100%

4. Select shape dynamics, size jitter 100%, angle jitter 100%, roundness jitter 100%, minimum roundness 1%

5. Create new layer

6. Scatter the brush around a large circular area, with a focus point in the middle

7. Ctrl+click on layer, get the gradient tool, (change foreground colour to white, background colour to dark grey) and radial

8. Click and drag from focus point to edge of scattered squares

9. Go into quick mask mode (Q) with the 2nd layer still selected.

10. Filter > Blur > Radial blur

11. Amount to 100, zoom, best quality. Move the center approx. where the focus point is.

12. OK.

13. Go back into standard mode (Q)

14. Create new layer

15. Fill the selection with white

16. Set second layer blending mode to overlay

17. Done! You could experiment with putting lens flares etc. where the focus point is.
