Step 1: Creating the Workspace:
Start with a 500 x 500 pixel document. We will work large so we can see the Matrix effect in large! Once you've created your document size. Make you foreground colour #000000 and your background colour #38E910. Finally make a new layer and fill in the background with a neutral black (#000000)
Step 2: Creating the Texture
Go to Filter > Texture And choose grain and apply these exact settings:
Once you have applied this your document should look like this:
Next go to Filter > Artistic > Neon Glow and apply these settings:
Our document should now look like this:
Step 3: Download yourself into the Matrix!
For this next step you will need to download a font called Matrix Code NFI and add it to your fonts directory Download link can be found here www.dafont.com.
Step 4: Use theMatrix font in the background
Now grab your vertical text tool and make a few text layers like so with the Matrix Code NFI as your font:
Once you have a few text layers like this duplicate them until you fill the document like this:
Now in your layers panel highlight all your text layers, and right click on Rasterize Type. Once you have done that right click again (Making sure that there all still selected) and click Merge Layers. You should now have one layer with all this text on. On this layer lower the opacity of the layer to about 18%:
For a better result right click on layer with the text on and select blending options. Select Colour Overlay and make the colour of the overlay some sort of green. I chose #66FF00 and got this effect.
Add in some text to make the background truly yours and your done!

And there we have it a simple method of creating a Matrix effect!
