
Open a new image 800x800 and fill the background with black.
Duplicate background.
Name duplicated layer "electric" and select electric layer.
Press "D" on your keyboard to set colors to default, after that go Filter>Render>Clouds. Then go Filter>Render>Difference clouds. Than press "Ctrl+I" on your keyboard to invert colors. Then press "Ctrl+L" to edit Levels. Move the middle bar to right and black bar to right a bit as shown below.....
Than press "Ctrl+U" to edit Hue/Saturation. Check "colorize" box and set hue to 210, saturation to 40, lightness leave 0.
In this part you have nice electric effect that you can use on your projects.
But we can continue.
Set Blending Mode of electric layer to Hard Light
Duplicate that electric layer (Ctrl+J), name this layer as "1" and select it. Select Magic Wand tool. Click on a black area, then right click into that selection and select milliard. Press Del to delete selection, and deselect (Ctrl+D).
After that go to Filter>Distort>Twirl and set degree 300. Set Blending Mode to Hard Light.
Duplicate electric layer one more time (Ctrl+J). Name it " 1 copy" and move it to the top at layers palette. Select Magic Wand tool, then select black area, right click to on selected and choose similar. Press Del and then deselect (Ctrl+D). Then go to Filter>Distort>Twirl this time set degree to "-300". Change Blending Mode to Hard Light.
Duplicate electric layer and give it a name (2). Move it to top of all layers in layers palette. Grab Magic Wand tool and do the same you did to "1" and " 1 copy" layers. Next time i say "use magic wand tool" always do the same: Filter>Distort>Twirl, give degree -610 and than set Blending Mode to Normal. Then press Ctrl+U and set hue to +30, leave others.
Duplicate electric layer again name it "2 copy" move it to the top of all layers....
"grab your magic wand tool" and do what u have to do than go to Filter>Distort>Twirl and give it "+610" degree...set blending mode to "hard light".....press "CTRL+U" and hue/saturation. Check "colorize" set saturation to "50" hue and lightness to "0".....
Now duplicate electric layer again and name it 3. Do the thing with "magic wand" tool.
Go to Filter>Distort>Twirl, give "-200" degrees and set Blending Mode to Difference. Ctrl+U to open hue/saturation box. Check colorize and set hue to 70, saturation to 100, leave lightness.
Now you know how to make this, so you can totally change all the color numbers and blend modes, but you should keep twirl degrees as in here.
