Open any image in photoshop that you want to soften. Go to layer>>duplicate layer. Click OK. Now, on the layer duplicate, go to filter>>blur>>gaussian blur. Set the radius to 4 pixels or so, depending on the size of the image. Click OK...

Ever wondered how people get that lightning effect in thier images? Its easy and right here! :)
1. Create a new image (file-->new) with a width of 300px and a height of 300px and a white background.
2. Press d to set the colours to default.
3. Go to filter--> render--> clouds...
