This tutorial shows you how to make use of photos that come out blurred or distorted because of a slow shutter speed. Such photos can make great background objects in other Photoshop works such as wallpapers or Website headers...
1. Take out a 400x400 transparent picture. Make sure that standard colors are chosen defult bottom is [D].
2. Filter>render>clouds, then filter>sketch>bas relief with detail level: 15, smoothness: 10 and light from bottom. Result should be something like this:
Start off with a new document any size will do although I prefer a medium width with a short lenght. Fill with an angle gradient.
Grab a c4d render and place it where it'd look good, erase all parts exept for the bottom and right hand side.
First you need an image. I have chosen the one below.
Now we are going to crop this image to give it a border. (But not in the traditional form)
1. New Document (500x500) Fill it with Black. And position two lens flares in the following positions (Filter > Render > Lens Flare) (Use default lens flare settings)
2. Now, go "Filter > Sketch > Chrome" (Detail: 10 | Smoothness: 4)
3. Now, press "Ctrl+I" to invert the colors.

Here is a nice effect that looks like the sun glinting off a metallic or shiny surface. This starburst effect even includes a little lens flare. A tasteful replacement for the sometimes over used lens flare filter.
