Editor's Note:
This tutorial does not explain the correct way to reformulate an image in Vector graphics; however, it does tell how with the help of Photoshop it is possible to create an image from an Raster image, thereby creating a Vector-like illusion.

Easily create a vector image from a photo.

Step 1.
Open Photoshop and open any photo. Crop the image to 400 x 400.

Step 2.
Now go to Filter > Artistic > cutout. Settings are No. of levels 8, Edge Simplicity 2-3, Edge fidelity 1.

Final Image.
Super easy to do, and the effect produces some great images. I just added a little bit of text.
