1) Make a 400x400 document. Now make your foreground color #747474, it is a medium grey. Make sure your background is BLACK.

2) Now apply Filter>Render>Clouds then hit CTRL+F to apply the effect again. Your image will look similar to this.



3) Now apply Filter>Artistic>Plastic Wrap with these settings.



4) Now apply Filter>Sketch>Chrome with these settings.

5) After you add those filters hit CTRL+U to add some color to your photo, i suggest these settings. Just dont go overboard with the saturation if you decide to use a different color, it will ruin the colors when you are done.



6) Once your color is added, duplicate the layer and set the blending mode to Color Dodge. Perform this step once more, make sure the blending mode on the 2nd copy layer is Color Dodge. Set the transparency on the 2nd duplicated layer to 50%.



Now you are finished. Yours will not come out looking exactly the same, but you can go back and apply the clouds once more to get a different pattern, it will change everytime you compelte this tutorial. My final image looks like this.
