This is a background that I came across while making the spikes tutorial. Extremely easy and quite effective.

1. Open a new image (file-->new) with whatever width and height you want, and a white background.
2. Go to filter-->stylize-->extrude with these settings:
Type: Pyramids Size: 5 Pixels Depth: 100 and select the random option Don't click the mask incomplete blocks box.
3. Press ctrl+f 3 times.
4. Go to filter-->blur-->radial blur and give it these settings:
Amount: 20 Blur Method: Zoom Quality: Best (if your computer cannot handle best, good will do)
5. Press ctrl+u and edit the hue and saturation (be sure to check the colourize box so the colour shows up).
