1. Open a 500x500 white document

2. Make the background black and then create a new layer and select a size 12 soft round brush

3. Make a white line going from the top left corner to the bottom right corner (Hold SHIFT to make a straight line)

4. Filter -> Distort -> Wave and use the default settings

5. Filter -> Distort -> Shear and just put some dots randomly around the chart if you want

6. Go to blending options and choose -

Stroke - Size 1 - Center - Normal - Opacity 18 - Any color
Pattern Overlay - Opacity 32 - Choose the pattern 'Satin'
Gradient Overlay - Fool around with this

I added outer glow and inner shadow, but it doesn't really add more details

7. Create a new layer under the layer and just merge the layer down by pressing and holding CTRL + E

8. Filter -> Distort -> Polar Coordinates ( Rectangular to Polar )

9. Duplicate the layer, CTRL + T and rotate it around and resize it. I've done many duplicated layers and this is what I made

10. Duplicate the layer, Filter -> Blur -> Gaussian ( 10 pixels ) CTRL + U and change the color around.

11. Duplicate that layer and move the duplicated layer to the bottom left a bit

12. Merge the layers together and go to Filter -> Blur -> Radial Blur and use the default settings, but use 50 for the amount
