Another alternative texture to rust. Looks great!
1. Create a new document. Fill the background with white. Press 'D' than 'X' and then choose the color shown on the picture. Create a new layer and go Filter>Render>Clouds. Then set it the layer's Blending Mode to 'Luminosity' in the top right corner of the Layers Palette.
2. Go Filter>Sharpen>Unsharp Mask using these settings 500, 3.6, and 0 in the last box.
3. Add some Filter>Noise>Add Noise, anywhere from 10-15 is good, with Mono checked.
4. Duplicate the layer. Now set the duplicated layer's Blending Mode to 'Hard Light.' Then go Edit>Transform>Flip Horizontally.
5. Now make the first layer active (the one which has its Blending Mode is set to Luminosity). Apply the Filter>Artistic>Plastic Wrap filter to it with these settings 20, 15, 1. Go, Filter>Sharpen>Sharpen Edges. Then, press Ctrl+F (Mac: Command+F) to repeat the filter. Last, go to Filters>Sharpen>Sharpen More and VOILA, your done!
