1. Create a new 165x165 pixel document with a resolution of 100 and name it Techno-Blur. Now press D then X and apply a clouds filter. Next apply a mosiac filter with settings [Cell Size: 9].

2. Now apply a radial blur with settings [Amount: 15-20, Blur Method: Zoom, Quality: Best]. Then apply an emboss with settings [Angle: 135°, Height: 7 pixels, and Amount: 165-180%].

3. Next, you accented edges with settings [Edge Width: 2, Edge Brightness: 40, Smoothness: 5]. Now apply find edges, then invert the image. Below is the different looks through the steps, and to the right is the total image with all 3 settings applied to it.

4. Now apply a radial blur with settings [Amount: 25-30, Blur Method: Zoom, Quality: Best].

5. Next, adjust levels and give these settings:

Now apply another radial blur with settings [Amount: 20, Blur Method: Zoom or Radial, Quality: Best]. Adjust the levels but instead of the one setting at 100, make it 120 (You do not have to adjust the levels again, it is a optional adjustment). Then adjust the brightness/contrast with settings [Brightness: 0, Contrast: 15-30].

6. Now you can add color to the image by, creating a new layer and filling it with a color of your choice. Then set that layers blending mode to 'Color'.

Throughout the whole process of making this techno blur, there are many cool effects, and one of my favourite is step # 3.
