The Matrix Effect

Create a new image in photoshop, any size, with a white background.
Press D on your keyboard to reset your colours.
Go to filter>>texture>>grain. Set both the intensity and contrast at 100, and the grain type at vertical.
Go to filter>>artistic>>neon glow. Set the glow size at 5, the brightness at 22, and make the glow colour a light green. I used #7FFA24.
Go to filter>>stylize>>glowing edges. Set the edge width at 1, the brightness at 6, and the smoothness at 2.
Now grab your text tool. I am using the matrix font, which can be found here. In medium green, write your preferred text in capital letters. I used #15B000.
Now right-click on your text layer in the layers window. Select "duplicate layer". Change the colour of your duplicated text layer to a light green. I used #9EF98F. 
Now go back to your first text layer. Right-click on it in the layers window, and select rasterize layer.
Now go to filter>>blur>>motion blur. Set the angle at 0, and the distance at 100. Add a black drop shadow to your copied text layer.
Do this by going to layer>>layer style>>drop shadow. Play with the settings until you are happy with them. You're done! Here are the results:
