Step 1:
Make a new 500 x 350 pixels document.
Select white (ffffff) as the Foreground color and black (000000) as the Background color.
Step 2:
Now go to Filter - Render.and select the "Clouds" option.
Now it's going to look like this:
Step 3:
Go to Filter - Filter Gallery.
Ok, now open the Brush Strokes folder.and choose the "Ink Outlines" option, put the settings like the screenshot.
Your Picture it's going to look something like this:
Step 4:
Go to Filter - Blur.and select the Radial Blur option.try to get the exact same settings, this is very important for the Travelling At Speed Of Light Effect.
Now your Picture it's going to look like this:
Step 5:
Go to Image - Adjustments - Color Balance.
And tweak a little the settings until you get the color that you want, you can be very creative in this step it's up to you.
We did it like this:
Alright, now your picture should be looking like this:
Step 6:
Select your Dodge tool .
And make some highlights to your image in the "Lighter" sections.
And also you can make some dark sections too just select your burn tool (right click in your Dodge tool icon).
Here's our result.
Well we are basically done with the effect, but we wanted to add some text travelling that fast, so this following steps are optional just in case you like the idea of the Travelling Text.
Step 7(Optional):
Select your Type Tool.
And type any text that you want.
Now go to Filter - Disort.and select "Pinch"
Your text it's going to look like this:
Now change the Blending Mode of your text layer, we are using Overlay .
Finally it will look like this:
Ok we're done, now you got your Traveling Text at Speed of Light!
