Step 1

First, Create a new document (Ctrl+N), and its size 400x300 pixels, in RGB color. Keep the resolution at 72 dpi. Once the new document comes , press "D" to reset the foreground and background colors. Then Press Shift+Backspace to fill with black.

Now select brush tool (B) and create/make shape look like this:

Now Go to Filter->Blur->Gaussian Blur and follow these settings Radius:5.0 pixels & Press OK. Your image should look like this:

Now go to Filter->Stylize->Solarize Your image should now look like this:

Now go to Filter->Stylize->Glowing Edges. And follow these setting Edge Width:2 Edge Brightness:6 Smoothness:5. Your image should now look like this:

Go to Filter->Stylize->Find Edges Your image should now look like this:

Result: Go to Filter->Blur->Gaussian Blur and follow these setting. Radius:1.0 And press OK. Now go to Image->Adjustments->Hue/Saturation (Ctrl+U) And follow these setting. Hue:120 Saturation:50 Lightness:0 don't forget check colorize box. Click ok & Your image should look like this:
