This tutorial is called Wrap trap, hoping you will understand why in its end :) :

Start by making a new document, hit D to reset colors (Black/White)

Create clouds effect : Filter > Render > Clouds

Apply on it Difference clouds: Filter > Render > Difference Clouds

Apply the crystallize effect: Filter > Pixelate > Crystallize (set cell size to:10)

At this point you should have something like this:

Apply radial blur: Filter > Blur > Radial Blur (settings for this : Amount: 20, Blur Method: Zoom, Quality: Best)

Apply color Halftone: Filter > Pixelate > Color Halftone (Settings: Max Radius 8, Channel 1: 100, Channel 2: 100, Channel 3: 100, Channel 4: 100)

Apply Motion blur: Filter > Blur > Motion Blur (settings: Angle: 90 Distance: 20 pixels)

Apply radial blur: Filter > Blur > Radial Blur (settings for this : Amount: 20, Blur Method: Spin, Quality: Best)

You should have something like this:

Apply a color overlay as a layer style i used this color: #1D6B93 at 40% of opacity.

Apply Gaussian blur : Filter > Blur > Gaussian Blur (radius 1,5)

Adjust your photo colors (Hue/saturation)

You should finish with something  like this:
