Step 1 Open a new image in size of 400x400 px. Fill the background with black (#000000). Click on the type tool and choose white color (#FFFFFF). Type something i choose to type "RaconN". Activate the new text layer by clicking on it. Press Ctrl+A or go to Select>All to bring up the selection of the whole layer
then go to Layer>Align to Selection>Vertical Centers and Layer>Align to Selection>Horizontal Centers. That will move the image to center of the whole image.
Duplicate your layer turn the color into black and hide the layer. That is what you should have now.
Step 2 Here comes the fun part. Rasterize the text layer (right click and go to Rasterize Layer). Go to Filter>Distort>Polar Coordinates and choose Polar to Rectangular option. Then go to Filter>Stylize>Wind. Apply the effects several times from left and from right in the method "Wind".
That is what you should have now
Step 3 Go to Image>Rotate Canvas>90 CW. Go to then go to Filter>Stylize>Wind and do the same thing (what you did in Step 2). Then go to go to Image>Rotate Canvas>90 CCW.
That is what you should get now
Then go to Filter>Distort>Polar Coordinates and choose Rectangular to Polar option.
Here is the result
Cool right!!!
Step 4 Now click on the little box to see the hidden layer and adjust it when the two fits in each other (you may need to change the scale of the black text layer)
double click on the winded layer click on Color Overlay option and select a bright color
