1. Take a new file of Size Height = 400 pixels, Width = 400 pixels and of resolution 72 dpi and in RGB mode.

2. Make the color for filling the Background of color coding # FCEE51 as shown below.

3. Fill the color in the layer by pressing Alt+Backspace your image will be like this.

4. Now goto the Menu bar Filters>Noise>Add Noise and of the given property.

5. Again Goto the Filters>Sketch>Reticulation of the given property

6. Your image must be shown like this.

7. Now goto the menu bar Filter>Artistic>Poster edges use the settings which I have used for making it more clear.

8. Your image must be shown like this.

9. Now use the Filter>Distort>Glass of these settings.

10. Your image must be look like this.

11. Goto the Menu bar Edit>Define Pattern.

12. Make a new layer and fill black color to it and any text which you want to type

13. I have chosen this text

14. Now open the Channel palette and make a new channel named text.

15. Make the copy of the text channel and select it then goto Filter>Blur>Gaussian Blur and use the settings which I have use or it depends upon the size of the image.

16. Then click with the Ctrl key on text channel for making the selection and press Ctrl + C for copy then return to the Layer palette make a new layer and press Ctrl + V for paste your image will be shown like this.

17. Now open the blending options and use the pattern overlay and the settings which I have used to fill in the Te.

18. Merge both layers.

19. Your Image will look like this.

20. Now goto the Filter>Render>Lightening effect and use these settings.

21. Now reselect it and paste it in a new layer.

20. Open the eye of the black layer your image will be seen glorious as below.

21. Now use the blending Options>Inner glow use the color as shown and the settings also.

22. Use the settings as below.

23. Your Image will be look like this.

24. I have put down the some stars to make it mare attractive.
