1. Take a new file of 400 pixels, 400 pixels, of resolution 72 dpi in the RGB mode.
2. Fill the new document with color black.
3. Select the text tool from the tool palette
. And write the text.
4. Now make the new text layer.
5. And now Ctrl+Shift+E merge down the layers.
6. Go to Filter Blur>Gaussian Blur apply the following settings.
7. Your image should be look like this.
8. Then go to Filter>Stylize Solarize.
9. Your image should be look like this.
10. Now make the copy of layer1.
11. Go to Filter>Distort>Polar Coordinates apply the following settings.
12. Press Ctrl+I to Invert an image on a new layer.
13. Now apply Image>Rotate Canvas> 90 CW.
14. Your image should be look like this.
15. Now go to Filter>Stylize>Wind apply the following settings.
16. And then press Ctrl+F two times to repeat filter winds.
17. Press Ctrl+Shift+L. Press Ctrl+I to invert an image and then press Ctrl+F three time.
18. Apply Image>Rotate Canvas>90CCW.
19. Go to Filter>Distort>Polar Coordinates apply the following settings.
20. Your image should be look like this.
21. And now arrange the layers see in the next image.
22. And change the Blend Mode layer1 screen as shown fig. below.
23. Your image should be look like this.
24. And now select the layer1 copy see in the next image.
25. And go to Image>Adjustments>Hue/Saturation use these settings.
26. Your final Shining Text should be look like this.
