Start by creating a black text on a white background.

After you done this duplicate the layer: right click and select Duplicate layer.

Right again on the duplicated layer and select Rasterize type.

No we can edit it. Select the Gradient tool like in the picture below.

There make these settings.

The colours I used are: for the red ff1313 and for the yellow fff70f .

To select only the text press Ctrl and the layer thumbnail like in the image.

The text should be selected like this one.

Draw the gradient from the bottom to the top like in the picture below.

Now go to Image>Rotate canvas>90 CW.

Now let's apply some wind.

There make these settings.

Apply this filter again twice.

Now select again the gradient tool.

And make these settings. Observation: the black colour is 000000 and the red one is b10d0d .

Draw the gradient from the bottom to top like in the picture.

You should obtain this.

Now select the smudge tool.

Try to draw a curved line from the bottom of the letter to the top. Like this one.

Now repeat the steps until you obtain this.

Now select the text layer and drag it in front of the copied layer like I did in the picture.

You will obtain this.

Use again the Smudge tool until you obtain this.

Now right click the text layer and select Blending options.

There make these settings.

Inner Shadow.

For the Inner glow I used the default colour.

And finally these settings for the Bevel and Emboss.
