1. First step is to duplicate the layer 9 times, to do that just right click on layer 1 and choose Duplicate Layer, now should you have 10 layers and a background layer.
2. Now click on layer 1, then go to Edit>Transform>Numeric and a dialog box will appear, the only thing you have to change is the Scale, change that to 10%, then do the same on the rest of the layers but raise the percent by 10% for each layer. ( 10%, 20%, 30%, 40%, 50%, 60%, 70%, 80%, 90% )
3. Go to Window>Animation, now a animation palette will appear, then click the black arrow on the upper right of the palette and go to Make Frames From Layers, then click on frame 10, then click on the Duplicates current frame icon, then click on the top layer in the layers palette and adjust the Opacity to around 40%.
4. Now set times, click on each frame to set delay times. Below you have a image with the times, click on the image for larger view.
