The history palette is just like a fantastic expansion of the edit menu: it lets you handle different states of your documents so you can always go back, it lets you save some RAM, and is especially usefull when you submit different versions of a project.
Step 1
Create a new image and type the text you wish to add a 'pixel blur' to, like above.
Step 2
Rasterize your text. Duplicate your layer rasterized text layer (Ctrl+J). Go into the mosaic filter and use the above effects on your new layer.

Create a New Image 150 to 300 Pixel
Press M and make a selection fill with 000000.
Go to channels, create new channel and fill with white.
Stop selection and gaussian blur it with about 23.
1. Create a new file, any size is fine I did 400x400. Fill the background white.
2. Filter -> Render -> Difference Clouds
3. Control+F, repeat this four times.
When you post avatars or banners on websites, there are usually a file size limit (ex. 300 kb).
To make a picture a desired file size, go to File>Save for Web.
