First, open a new document. transparent Background. try to use a size that you are most comfortable working with. I will be using a 350x150 document.
Either go to Edit -> Fill or just Ctrl+A, Shift+F5. Select Foreground Color, which should be black. If it's not, make it black.
1. Create a new document 200 x 200 pixels
2. Fill the background black
3. Place 3 lens flares (Filter->Render->Lens Flare) Diagonally
4. Filter->Sketch->Chrome and use the settings Detail 10 Smoothness 5
And thats basically it, you can colourize it...
The Eyedropper Tool defines the foreground / background color.
In the Toolbox, select the Eyedropper Tool.
Click somewhere on your image to define the foreground color. Look how foreground selector on the Toolbox changes...
1. For this sig background start with a 300 x 300 image, and you can make a selection later for the part of this that you would like to use.
