Step 1

Create a document and make an oval with the elliptical marquee tool. Fill it in with any color.

Double click this layer and apply an inner shadow with 0 distance, 0 choke, and 10 Size.

On the same layer, apply a gradient overlay a light grey and white colors.

You should now have something like this.

Step 5

Create a new layer and draw a circle in the middle. Give it a gradient overlay with the same colors as the oval. Make sure the lighter color is on top.

Step 6

Do this again with a smaller circle except make the colors darker this time and have the lighter side on bottom. Place this circle in the middle of the previous circle.

Step 7

Make another circle, but this time have the gradient overlay be the colors that you want. Say you want a red orb, make a gradient overlay with the darker red on bottom and the lighter red on top.

Step 8

Finally make another circle and give it a white and base color gradient. In this case I gave it a gradient overlay with red and white. Make sure the red is on bottom so it blends in with the orb. This circle will be our glare circle. Set the opacity to 30%.
