1. First create a new document, use the size 500 x 280px with a DPI of 300
2. Now get this photo of a map of somewhere around Libya
Copy it into the canvas and lower the opacity to about 30%
3. Create a new layer and do some grunge brushing with a red color (#ad230d)
Change the layer mode to Color Burn and the opacity to 40%
4. Create a new layer and make a selection (Mine is the whole width and 100px in height) and fill the selection with #ad230d
Apply these layer styles:

5. Use the Polygonal Lasso Tool to make a few selections and delete the sides to give a ripped effect
Add the text (I used the font Georgia) and this Drop Shadow
6. Create a new document sized 8 x 40 and create this pattern
Download it here if you can't get it quite right.
Create a new layer and fill the canvas with the pattern, delete all but one line of the pattern and move it to the top area of the box
Duplicate the layer and move it to the bottom of the box, merge the layers together.
Lower the opacity to 80% and apply this Drop Shadow
7. With a grungy brush erase some of the pattern, or make a layer mask and brush a little bit.
Create a new layer and paste the map again, re-size it to about 66% which is just a bit bigger than the canvas.
Hold CTRL and click the main banner layer, right click the selection and select Select Inverse
Now press delete (This should just get rid of the map on the outside of the banner)
Change the layer mode to Soft Light and erase a few bits with a large soft brush.
