1. Create a new document size 400 x 400. Fill the background with #F0ECCF.
2. Create a new layer and get the Rectangular Marquee Tool
Now make a couple of separate selections taking up the whole height of the document, but only about 35% of the complete width.
Now on the currently layer fill the selections with a nice bright color, I used #318FEF
Now lower the opacity for the blue lines layer to about 35%
3. Repeat step 2 with a medium orange (#EF5031)
4. Again with dark yellow (#AC8B1A) (Remember to lower the opacities of these layers)
5. Now a few small lines with white (#FFFFFF)
6. I added some texture to the pattern by putting a texture on top and lowering the opacity to 4%

Not bad huh? It can be used nicely in a creative portfolio template.
