Open a new document
Size: 760 x 770 pixels
Background color : #222222
Select Rounded Rectangle tool. Set the radius size to 70 Pixels and create 2 shapes
Duplicate the big shape ( to duplicate a shape first you need to select the layer in your layer palette then you must press Ctrl+J )
Place your layer like me
For this big shapes add the following layer styles

Select Ellipse tool and create 4 circles
Then add the following layer styles

With the same tool ( Ellipse tool ) create another circles and place them on top of the other circles like in the following image. I will create the following shapes with another color so you can see better what i am doing
For this blue shapes please add the following layer styles

Now please download also this set of brushes from Free-photoshop.com
Create a new layer ( press Ctrl+Shift+Alt+N )
And chose the 4th brush from this set
Press One time on the layout with brush tool
Duplicate this layer with dots and place the duplicated layer like me
Select all the layers with this dots and drag them under the blue circle layers
Duplicate this layers with dots and place them under each blue circle
Now for the small shape from the top of our layout add the following layer styles

Create another shape on top of this one
And add the following layer styles as above:

Now add alone some text
Select Ellipse tool and start creating some small circles
For this shapes add the following layer styles

Select pen Tool
Use the following settings
And start to create a path
Select a 3 Pixel brush ( Hard mechanical 3 pixels )Create a new layer ( press Ctrl+Shift+Alt+ N )
Be sure you have the Brush Tool selected
Then go to Path Tab and press on " Stroke path with Brush " button

Repeat this steps from above, and make as many lines you need
Now for all this lines add the following layer styles
