Method 1:
1. Open any image you want to change.
2. Duplicate the image layer and Apply Gaussian Blur up to 2.5 PX radius. Set its layer mode to Screen and down its opacity to 90%.
3. You can make it more glamorous by using Adjustment Curves. In a layer palette, a button after Add New layer button is Adjustment Layer, click on it and select Curves from popup menu. With Adjustment Layers you can apply effects on the whole picture rather than on a specific layer.
4. After clicking on Curves, a new dialogue box appears. From channel Select Red and slightly move the curve to upward.

Method 2:
5. Now Again Open any image.
6. Duplicate it and apply Gaussian Blur of 2.5 px. Set its layer mode to Overlay and opacity to 70%.
7. Now applying Adjustment Curves. Click on Adjustment button at the bottom of layer palette and select Curves.
8. A new dialogue box will appear. Select Red from Channel and change its curve like below:
9. Again select Curves from Adjustment button and than Select Green from channel and change it like this:
10. Again select Curves from Adjustment button and this time elect Blue from Channel and make it curve like this:
11. Now you have three Adjustment Layers, one for Red, one for Green and one for Blue Channel.
12. Now select Levels form Adjustment Button.
13. After applying all these steps your image will look like more glamorous:
Method 3:
14. Select any image you want, i am using the same image as i use in method 01.
15. Duplicate the layer and Apply Despeckle (Filter>Noise>Despeckle). Press Ctrl+F for apply it one more time.
16. Duplicate this layer and set its layer mode to overlay and set opacity to 50%.
17. Duplicate this layer and set its layer mode to Screen and set its opacity to 50%.
18. Again duplicate this layer and set its layer mode to Screen and opacity to 70%.
