For this tutorial you're going to want a nice rounded font, I used the free font Arista.

Step 1:

Ok, first off were going to need to open a new document. For this tutorial I opened a small document, with a dark gray background (with stripes!).

Step 2:

Now that you have a nice font and a fresh doc open, select the horizontal text tool and type out your text. Keep in mind bright, vibrate colors look the best! I used (#90ff00, 85pt).

Step 3:

From the layers palette, right click the text layer and go to rasterize type. The reason we do this is so we can make a selection of individual letters easily.

Step 4:

Now that that text is all set, its time to prep for the brushing. Create a new layer (Ctrl+Shift+N), then make a selection of the first later. To get a select, select the magic wand tool and simply click inside the letter. Now go to select>modify>contract>2px.

Got it? So its New layer>Select>Contract 2px

Step 5:

Now time for the brushing. It makes it alot easyer if you zoom in, so do so. Now select a 13px white soft brush and lightly brush the right side of the selection as so.

Step 6:

Repeat step 5 for each individual layer. Remember only to brush the far right of the selection. Be careful not to over-brush. Voila you're done, here's how your final product should look:
