Download this zip file,
and unzip it into C:Program FilesAdobePhotoshop 7.0
Plug-InsFilters.
Now open Photoshop, and create a new image, any size, and select a
background.
Now go to filter>>dragonfy>>sinedots,
and use the settings below, or create your own.
