1. Open the original image
2. Click on the symbol for "Create a new fill or adjustment layer" and select the hue/saturation option.
3. Make your adjustments and a new layer will show up. Here, I also made some adjustment in the Levels option.
1. Take Your Image.
2. Now press "Ctrl+U" to bring up hue/Saturation and drop the saturation down to "0"
3. Now go to Filter > Render > Lighting Effects and use these settings:
1. Open up your picture (with clouds)
2. Duplicate the layer, and set the Blending Mode to "Vivid Light"
3. Use the Eliptical Marquee Tool to select portions of the clouds, then use Filter>Distort>Twirl (with Either +100 or -100) on the clouds

2. Once you got that done, make a new layer and fill it with white color. That will be your "Canvas". Lower the opacity to 60-70%, so the picture will still be visible in the background.
