Start by creating a circle using elliptical shape tool.
Double click the layer to open layer style window. Apply settings as shown.
Duplicate the layer and scale it down. Remove the layer style.

Start by select brush tool. Enable the default chalk 60 pixels brush settings.
Apply some strokes of this brush in a new layer.
Change brush mode to vivid light.
Apply the strokes with different colors.

Hide the duplicate layer. Using elliptical marquee tool select the eye lid.
From select menu apply save selection.
Open an image in which there is some sky area visible.
From filter menu select blur>>gaussian blur.
Apply settings as shown.
Change the layer mode to linear dodge.
