First, create a new image, 250x100 pixels and fill the background with the color that you like.
Use Custom Shape Tool [U] to draw a shape that you want your button to look like.
Start out by resetting all brushes, and going to a nice star brush, like below.

Create a 256x256 document. Fill it with a color like this #B48138. Keep that color as tour foreground color and white as the background.
Filter -> Add Noise, use 15% Gaussian Monochromatic.
Filter-> Motion Blur, choose an angle for the rust and use 999% of motion.
Make a new document. Be sure to check 'White Background.' Go to Filter > Texture > Grain.
When done, go to Filter > Artistic > Neon Glow.
Next, go to Filter > Stylize > Glowing Edges.
This should be your end result. You can now animate it, or create a seamless tile background for it....
