Okay, I went over the picture limit again
1. Make a new document, 400 x 400
2. Color the background black
3. Use any color you like, and change the brush to a 65 airbrush. Write HI.
1. Make a new document, 500 by 500.
2. Color the background with the color F8C2D9.
3. Using a 65 black airbrush, make three circles as shown below.
4. Go to Filter> Distort> Wave, and use the default settings. Press randomize until you get three nice wavy circles.
If you're doing this tutorial, you should know how to use filters, free transform, and know what the blending mode is. Or else you might be a litle confused.
