Making patterns is pretty easy. You start with a blank canvas, make it the size you like, and just let your imagination run wild. What I usually start with is a 10x10 pixel canvas. I then zoom in to 1000%. This allows me to work pixel by pixel so I can make the design very detailed.

Start by creating a star shape using custom shape tool.
Press Ctrl+T. Right click the layer and select warp. Adjust nodes to get the shape as shown.
Press Alt key and keep hitting the left arrow key to create 3d extrusion.

Create dark brown gradient and apply in radial mode to the background.
Set your foreground and background color according to the image below.
From filter menu select render>>difference clouds.
Start by applying a gradient to the background. Select burn tool from the main toolbar. Select a brush from top bar as shown. Apply burn tool settings as shown in the image. Apply brush to the background layer. Select smudge tool from the main toolbar.
