1. Open up a new photoshop document dont worry about the size just make sure you use a white background. Now goto - Filter - Texture - Grain and put both bars on 100% and choose vertical from the menu box.
2. Now goto Filter - Artistic - Neon Glow
This is a very simple techique to creating a metallic textured background.

Firstly create a new image in the size of your choice.
Next, press D to reset your colours.
After that go to Filters -> Render -> Clouds

Start a 400x400 white file.
Go to "filter > texture > Grain..." and use these settings.
Set your foreground colour to " #7FFF00 " and your background color to " #000000 " (black)
