Open a new document with white background. I've chosen 250x125 px. Hit Ctrl + R to bring out the Rulers. Pull in the vertical ruler - place it on the middle of the document. Do the same with the horizontal ruler. Create a new layer and grab Elliptical Marquee Tool.

Open a new picture. Make sure you have a lot of background in the bottom of the picture.
Grab Rectangular Marquee Tool and select the bottom of the mobile.
Copy the selection (ctrl + c) and paste it right after (ctrl + v). Then you have two layers.
