2. Fill the background with #000000 using the paint bucket tool and create 3 different 50-300mm lens flares (filter - render - lens flare - 50-300mm) and place them on your black background like this.

3. Add a lens flare on the current layer with the settings from the screenshot (filter - render - lens flare).

3. Add an inside 1px #000000 stroke on the background layer using the bleding options (layer - layer style - blending options).

2. Fill the background with any color you want using the paint bucket tool but apply these settings for a gradient while adjusting the blending options (lyaer - layer style - blending options).
