Duplicate the layer and hide it. From image menu select "apply image". Apply settings as shown.

Start by creating a "diamond card" shape using custom shape tool.
From filter menu select "Distort>>Diffuse Glow". Apply settings as shown.
Start by applying a nice gradient to the background in radial mode.
Create a rounded rectangle using rounded rectangle shape tool.
Create a rectangle using rectangular shape tool.
Double click the layer to open layer style window. Apply settings as shown.
You will be creating a chalkboard background, realistic board like on most chalkboards now-a-days, and some chalk text. First and for most, create a new document and size it at 400x300 pixels with a transparent background.

Open a new document by pressing (Ctrl+N).
Set the Width to 600 pixels and the Height to 300 pixels.
Select the Paint Bucket Tool and fill your canvas with this color: #1e2a44
Start by opening an image of a lady with face closeup.
Press Ctrl+Shift+U to desaturate.
Select eraser tool with soft brush settings and erase the outer areas as shown.
