To begin, open up an existing image.

Create a new layer and place it on the top in the layers list.

Press CTRL + A to select everything.

Now, go up to Edit > Stroke and use these settings:

Width: 3px
Color: Black
Location: Inside

Now, with everything still selected, go back up to Edit > Stroke.

Change the settings this time:

Width: 2px
Color: (change this to the main color of your image)
Location: Inside

Now, go back up to Edit > Stroke again, and use these settings:

Width: 1px
Color: Black
Location: Inside
