First of all create an orange to yellow gradient BG like this:
Now add a rising sun vexel style brush in white and set it to Overlay at 23% opacity.
Now add a circle ellipse in the top corner, and then select the custom shape tool and place two birds there.
Now add your text.
Now you can add a border to fit the style of the graphic. Maybe a black or dark orange/yellow border will do.
And you're done!
