Create a new file (File>New), that would have 1024x768 px and 72 dpi.
Using the Rectangle Tool (U), try to represent the background for our picture to be next.
The layer's parameters (make a mouse's click on the layer on the layers palette)

Gradient's parameters:
The Ellipse Tool (U) will help us to represent the primary layer of the small ball we want to represent.
The layer's parameters: Blending Options>Outer Glow
Blending Options>Bevel and Emboss
Blending Options>Gradient Overlay
Gradient's parameters:
The same instrument will be helpful in representing a flare on the ball's surface.
Marking this layer, make a mouse's click on the lowest part of the layers palette Add a Mask and select the Eraser Tool (E) to erase the unnecessary elements, as it is indicated on the picture.
For our convenience, combine in a group all the layers composing the small ball (press on Ctrl button to mark out the necessary layers and keep pressed the left mouse's button to take the layers down on Create a new group option). Make two copies of the recently made group and apply the Free Transform selection to minimize the copies if necessary.
Make one more copy of the group, changing the parameters of the primary ball's layer. Fill 0%
Changing the Opacity parameter (of the primary layer in the group's copies) marked on the picture lower, on the copied ball's groups. This way we'll get different ball's opacity.
Blending Options>Gradient Overlay
Make several copies of the last made group, getting the same effect as that one shown below. Changing the Opacity parameter, as we did earlier, it's possible to get different opacity effects. The groups' sizes may be transformed with the Free Transform option.
Make another copy of the ball's group and change again the parameter of the primary group's layer.
Blending Options>Outer Glow
This way we'll get a darker ball's contour.
Make ten copies of the group with the darker contour and select after that the Free Transform option for the copies to change their sizes as it is shown below.
Using the Rounded Rectangle Tool (U), try to represent the logotype's element.
The layer's parameters: Opacity 50%
Fill 0%
Blending Options>Inner Glow
Blending Options>Bevel and Emboss
Blending Options>Gradient Overlay
Gradient's parameters:
Make a copy of the last made layer and select again the Free Transform option to move a little the copy as it is represented below. The copy-layer should have the next parameters: Opacity 100%
Fill 100%
On the last stage we should insert the text, keeping the demands from below:
The text layer's parameters: Blending Options>Outer Glow
