1. First of all I have taken a new file of height = 400 pixels, width = 400 pixels and resolution of 72 dpi in the RGB mode.
2. Make a new layer from the layer palette.
3. Fill the color in the layer1 as shown below.
4. Select the rectangular marquee tool from the tool palette and draw the rectangle in the file as shown below in fig.
5. Make a new layer from the layer palette.
6. Now fill the white color in the selection as shown below in the image.
7. Now go to Filter>Blur>Motion Blur and use the setting which I have used below.
8. Your image will look like this.
9. Make the copy of layer2 in the layer palette.
10. Now rotate it with the help of transform at the angle of 90'.
11. Merge the layers as in the fig.
12. Make the copy of layer2 in the layer palette.
13. Now rotate it with the help of transform selection as shown in the image.
14. Now use the transform selection to make the size of the next layer small as shown in the image.
15. Make a new layer from the layer palette.
16. Select the Elliptical Marquee tool from the tool pallet e and draw the circle in the file as shown below in the next fig.
17. Now go to Edit>stroke and use the setting as given below.
18. Your image will look like this.
19. Now go to Filter>Blur>Gaussian Blur and
use the setting which I have used below.
20. Your image will look like this.
21. I have put it down on the car.
