Create a new file (File>New), having 780x700 dpi and 72 dpi.

Next we shall use the Rectangle Tool (U) to represent the background of the site's page to be next:

Select next shown parameters for the made layer by making a mouse click on this layer on the layers' panel: Blending Options>Gradient Overlay

Gradient's parameters:

Now we shall draw a small stripe on the page's top, colored with #1B1B1B. In this case we'll use the same Rectangle Tool (U).

Next we'll represent the site's header, applying the Rounded Rectangle Tool (U) with a radius of 10 px. Firstly we need to represent the basic layer and then press Alt button to cut out with the same tool the zone reserved for the menu's buttons.

The layer's parameters: Blending Options>Drop Shadow

Next we have to create a new file (File>New) of 4x4 px and 72 dpi. Using the Pencil Tool (B) on it, it's possible to draw a kind of black texture, like the next one, presented below:

Edit>Define Pattern

Get back to the site's page. Use again the Rectangle Tool (U) to represent a special layer reserved for the menu's buttons. This layer needs to be situated lower than the layer containing the site's header (on the layers' panel).

The layer's parameters: Fill 0%

Make a copy of the earlier made layer with the site's header, applying for the copy new parameters, presented below:

Select the Rounded Rectangle Tool (U) with a radius of 5 px to insert a button in the same zone with the menu on the site's header.

Make a copy of the button's layer and choose the Free Transform selection to place the copy as in the picture from below. Change the parameters of the copies' layers.

Make two copies of the recently made button's copy and select once again Free Transform option to place the new copies as below:
