Create a new file, having next dimensions: 345x345 px and 72 dpi. Create a figure next, applying the following instrument 
, which Radius must be of 40px. Next table are indicated Blending Options' parameters.
We'll get the next:
Picture now many circles with different Stroke, using the instrument 
. Fill 0% on the layers' window. The color's code is CB0101.
Create then a new layer. Next instrument 
can be helpful to paint in white everything that is situated outside the picture's frame.
Apply now a new instrument 
to represent next figure of white color.
Copy and minimize the figure now, having Free Transform option and Blending Options' parameters, exactly like in the picture below.
Using the same instrument, represent the next figures. The color's code is CDF700.
And now we have to represent one more element. Blending Options' parameters are shown next step.
Apply the last instrument again to picture two more figures, like in the next image. You may see Blending Options adjustments below.
Take the familiar tool already to draw a small stripe colored in 012362.
Copying and transforming the stripe, represent it like it is done next step.
Do the same way on the other side.
Choosing the following instrument 
, represent four rectangles with the shown gradient's parameters. Change the gradient's direction depending on the Angle's one.
Represent four stripes of white color, like in the next picture, applying the indicated tool .
We'll get a kind of picture, like this one:
Represent four other stripes now, with the same method like the previous ones. They must be colored in 87CC01.
